To help "monster" children who are into everything and always making messes, I recommend getting rid of unnecessary toys and keeping things out of reach. I always found my girls were into everything when everything was available to them.
I would go through their toys, put some away in bins or donate a box of toys. Sometimes I'd even throw away or recycle toys too if they were cheap little gadget toys. Then I'd organize what was left in places where they were only accessible if I wanted them to be (in closets, etc.). Then my kids only played with one toy box at a time, which was easier to clean up.
I would go through their toys about every six months (I still do). This drastically eliminates clutter around the house. Our kids are really spoiled these days!
