Pay Attention to the Behavior You Want to See Most

My pediatrician used to give me the same type of advice and it would drive me CRAZY. I'd go to him with a problem and he'd say, "Yes, they do that." But my advice would be to ignore the screams (as much as you can I guess) and then go CRAZY with praise every time your daughter uses a quiet voice or uses her sign language. I've noticed that kids love any kind of attention. Give the BIGGEST attention to what you want to see more of. Pretty soon, she'll start using a quiet voice or signing just to get your over-the-top praise and attention for it. Good luck!
